Snowfall exposes substandard blacktopping across Bandipora

PCI NEWS: Many roads in the north Kashmir district appeared dotted with puddles and potholes from under the recently accumulated snow, agonising commuters.

A few inches of snowfall washed away macadam laid on several main and link roads across Bandipora district, exposing the substandard blacktopping works commissioned by the roads and buildings department in recent months.

“The roads were macadamised in September-October last year and several roads were blacktopped but it lasted for just three months. Recent snowfall washed it away and left these roads dotted with potholes,” said Muhammad Altaf Malik, a local resident.

Resident accuse the Roads and Buildings department overlooking the bad quality of materials used in blacktopping the roads in the district.

“This is very unfortunate on part of the R&B department as they have used substandard material for the macadamization works. It could not last for more than three months. There is no accountability, neither by district administration nor at the higher level,” said Muhammad Saleem, another resident.

Several roads including Nowpora-Ajar road, Sonerwani-Ajar road and Bagh road, connecting the the ares with Bandipora town are again in a bad condition.

Top layer macadam was washed away also on the Bandipora-Srinagar and Bandipora-Sopore roads at several places just four months after it was laid. 

Same is the condition of several link roads of Bandipora town and district headquarters.

Residents demand a high-level probe in the alleged faulty macadamization works carried out by the R&B department across the district.

“Had there been any accountability or the officials having any fear of punishment they would not have used such sub-standard and low-quality material for the macadamization of roads in the district,” said a resident of Bandipora, Ishtiyaq Ahmad.

“If you send a grievance to the Governor’s office, the office sends it back to R&B Exen asking him to probe the matter.” 

On Saturday, netizens took to social media expressing their anger over bad condition of the roads.

Images of these roads were widely shared over Facebook and Twitter by users in Bandipora, raising fingers at the quality of material used by the R&B department.

Civil society members and Traders Federation of Bandipora appealed the higher authorities to probe the works of macadamization of roads across the district.

Deputy commissioner Bandipora, Dr. Shahid Iqbal Choudhary said a particular stretch of Nowpora-Ajar road was not in BT plan of 2018-19 and around 2 kilometers of road was done to cover existing potholes to improvise roads.

“The instant road was damaged due to the bursting of pipes owing to illegal connections where the department has taken cognizance. This stretch is being taken up in 2019 plan,” Choudhary said.

“Moreover, any BT damaged is within defect liability of contractor and department takes steps to improvise. More than 180 kms road has been blacktopped in a short period.”

Chaoudhary acknowledged the Srinagar-Bandipora road was in the worst condition which was black-topped and being upgraded. 

“The damage to a particular road stretch where only surfacing was done is being shown as bad work,” the deputy commissioner said.
